if someone under the influence of drugs gets psychosis and attacks a random person on the street, who’s fault is it? The person who took the drugs, the person who sold the drugs, or the complex environment that led to the person taking the drugs? Or all 3?

Not the person who was attacked for sure.
I’d go with the “it takes a village” perspective. The current state is the result of the decisions we took in the past. If the village doesn’t teach that to their children + accountability is not enforced, then you get a mix of good/bad apples. Environment definitely influences, the decision to remain in that environment belongs to the individual.
