PPA Cover...calling all teachers

Union are a bit wishy-washy as per!
I'm a 0.5 class teacher so get just over an hour PPA pw.
The lady covering is the 1:1 SEN TA for a young man in my class and she has been asked to do music.
There is a Scheme of Work, but I have been told I need to create the PPTs for the lesson from scratch.
So, in essence, I will be planning for my PPA in my PPA time.
Surely this isn't right?
It wasn't like this at my previous schools.

You shouldn't be planning for your ppa. The covering person should be given time to do it.

PPA cover was lead by PE teachers (outsourced by school for all ppa cover) and an hour of music/art lead by a specific ppa cover teacher. No planning expected.

Covering person is a TA. She's not qualified to plan.
Most teachers I've asked from elsewhere are saying I can't be expected to plan for PPA but others saying otherwise???
