Settle a debate (electoral roll)

A friend and I are debating what inclusion on the electoral roll affects. We're thinking with Scottish heads if that matters. Obviously you cannot vote and if you're not on the roll at all then it can affect getting credit. Otherwise, I think it feels like something that would have an impact in life but doesn't other than the two big areas I mentioned above. My friend thinks it is essential and affects NHS entitlement, ability to get disclosure check for jobs, proof of address and all sorts. For transparency, we're both on the roll. We've just sort of gone down a debatey rabbit hole this evening.

You can be fined for not registering if you are eligible and have been asked to do so. When I moved to my previous house, it coincided with the canvass. I then was away for a while, and came back to a backlog of mail and paperwork. The Council sent someone round to get us signed up. I think the two main things though are voting and credit.
