Electrical items and baby/crawling safety

Hi, my home is entirely powered by electricity. We have numerous appliances that we need to be able to move around such as oil heaters, laptop, phone chargers, etc. Is there a way to make wires/electrical items safe for a soon-to-be crawling baby?

Can you charge things on kitchen countertops instead of floor level? With regard to plug sockets, I don’t have the link but British sockets have in-built safety mechanisms so it’s not necessary to use those plastic plug inserts.
