Toddler pushing little sibling?

Our DS (2y11m) has always been amazing with his little brother (10mo). Always wanting to give hugs/kisses and hold him. Speaks about him with live etc

but recently he keeps pushing and shoving him?? Little DS then loses balance and gets upset

We do speak to our eldest about it. I gentle parent (not permissive) so we tell him how it’s wrong, how it makes mummy daddy and baby brother sad and sometimes if he’s doing it a bit he gets a time out. But with time out he stands up and walks away most the time laughing.

the only thing that works slightly is if he’s got his favourite toy at the time out we say aw that needs to be put away now you can play with it when you’re being kind etc.

he will go over give him a hug and kiss and say sorry

But he still does it. How do we stop it? I don’t know what’s going on he just keep pushing him and btw both are always supervised! I literally sometimes am sat on the couch right by them and can’t stop it he’s so quick! I feel like I blink and he shoves him

He's 3 next month. This is normal three year old behaviour. Just redirect him. Tell him no and say it's not nice and then move on
