πΉ President Zelensky commented on the rumors regarding the dismissal of Budanov and Umerov, stating, βI had no intention of doing that. I wasnβt planning to replace Budanov. The rumors [about dismissal] were circulating, yes. There was also no question about Umerov.β
In late September 2024, Ukraineβs Defense Minister Rustem Umerov dismissed two deputies of the DIU chief Kyrylo Budanov and removed the βSpetstechnoexportβ company, which handled arms procurement, from the DIUβs jurisdiction.
Many Ukrainian media outlets interpreted this as a weakening of Budanovβs position and a potential preparation for his dismissal. There were also discussions in the media about Umerovβs possible resignation.

πΊπ¦πΊπΈοΏ½* Ukraine does not seek to regain nuclear weapons, but instead should receive a βsecurity umbrella,β President Zelensky emphasized.
He believes that when Ukraine gave up all its nuclear weapons in 1996, it should have become a NATO member in return. However, this did not happen, and now the country lacks the means to deter Putin.
Zelensky stated that a format such as a βNATO invitationβ is crucial because it is extended to a country in its internationally recognized borders. Currently, Ukraine sees a consensus among most NATO countries, with some, like Germany, maintaining a more cautious stance.
β‘Ukraine's Prosecutor General Andriy Kostin has resigned, as announced by the Prosecutor General's Office.
He made this decision following a scandal involving the head of the Khmelnytsky Regional Medical and Social Expert Commission, Tetyana Krupa, who illegally issued fake disability certifications to men, including prosecutors.
"I fully support President Volodymyr Zelensky's stance that not only should all wrongful decisions regarding disability status and corresponding pensions and other benefits be annulled, but there should also be clear legislative and organizational changes, as well as personal accountability, including political responsibility. I am grateful to the President and the Verkhovna Rada for their trust. However, in this situation, I consider it appropriate to resign as Prosecutor General," Kostin stated.
πΈ President Zelensky believes that the winner of the U.S. presidential election will take certain steps regarding the Russia-Ukraine war before the official inauguration in January.
He noted that Russiaβs willingness to negotiate depends on the outcome of the U.S. election.

π―π΅Japanβs Ambassador to the UN: Referring to the situation in Ukraine as a βUkraine Crisisβ, or a βUkraine Warβ is misguided; Ukraine is defending itself against Russiaβs aggression, which violates the UN Charter.
πΉ The United Nations has confirmeded_ that Secretary-General AntΓ³nio Guterres will participate in the BRICS summit in Russia. He plans to hold several bilateral meetings, including one with President Putin, as reported by Russian media.*
The decision has been met with criticism from Ukraineβs Ministry of Foreign Affairs, which noted that Guterres declined an invitation to attend the Global Peace Summit in Switzerland, but accepted an invitation to Kazan from βwar criminal Putin.β The ministry commented, βThis is a misguided choice that does not advance peace and only harms the reputation of the United Nations.β
BRICS currently consists of nine countries, including China, India, and Brazil. The summit, which will take place in Kazan from October 22-24, is expected to host delegations from 36 countries. However, several invited world leaders, such as the presidents of Brazil, Serbia, and Cuba, as well as the Crown Prince of Saudi Arabia, have opted to send government representatives instead.
πΈ At the BRICS summit in Russia, Putin discussed the situation in Ukraine and βfurther contacts for continuing the dialogueβ with Chinese leader Xi Jinping. During the talks, the Kremlin leader stated that Moscow intends to continue strengthening coordination with Beijing across βall international platforms.β
πΉ Former Foreign Minister Dmytro Kuleba highlighted a significant point:
βEveryone uses the word βvictory,β but no one wants to have an open conversation about what it really means. This is one of the problems in public and state communication.
Every citizen needs to have a conversation with themselves. I donβt exclude the possibility that many would agree: in the current reality, not losing is already a victory.
The generation that has lived here for the past 2.5 years has saved Ukraine from death. We have plenty of problems and dissatisfaction with ourselves, but we have already made history. This should give us the strength to move forward, not drive us into depression. Human lives cannot be brought back, but cities can be rebuilt, and schools and factories restarted. History has seen this a hundred times before.
If we get caught up in the narrative that βeverything is bad, everything is lost,β then the Russians will win with their imperialist mindset. Instead of being the generation that preserved Ukraine, we will join the ranks of countless previous generations that lost it.β
π¬π§The United Kingdom will allocatete_ an additional $155 million for naval support to Ukraine.*

πΈ In exchange for sending soldiers, North Korea is receiving money and nuclear technology from Russia.
Accordingng*_ to the head of Ukraineβs Main Intelligence Directorate, Kyrylo Budanov, North Korea has already dispatched at least 500 officers and three generals to Russia. By the end of October, North Korea plans to send an additional 2,600 troops to Russiaβs Kursk region.
Unlike Russian troops, North Korean soldiers are highly motivated, driven by a rigid ideology, and aware that their families back home could face severe consequences if they fail to comply. This makes them effective at addressing βcertain problemsβ for the Russians, and, as Budanov noted, their involvement raises significant concerns.
However, North Korean troops have not yet encountered the realities of modern warfare, where tactical strike drones play a dominant role. It will take them several weeks to adapt to these conditions.
