What causes cloudy water?

Every time there is drilling or some sort of construction work near my house, the water supply in my house goes awry and the water out of taps tends to be very milky/cloudy. What causes this and it safe to use/drink?

If so, it's likely to be tiny bubbles. This happens at my mother's. The water is fine.

If there is work going on likely to cause your water to be unsafe, you will be informed by your water company.
