Is this normal from a toddler?

I’ve noticed my toddler with his younger sibling is like pushing her over or gently smacking her and seeing her reaction. When she cries he laughs

i say “I’m not happy you’ve done that it’s very unkind” then he tells me he loves me

before he throws something at my head it really hurt and I’ve had a bad day so I cry. He seemed a bit uncomfortable and then said don’t cry mummy. But intially after hitting me layghed

is this normal or does he dislike me? Just then I explained I was sad as it hurt when he hit me and he give me a hug and said he loved me so does he is it just toddler behaviour

Thanks I’ve been upset I know I sound stupid I’ve just had a bad day and this has got to me and I’m over thinking everything
