Are "Parcels" post?

Are Amazon deliveries considered post or am I missing something. My landlord (who lives opposite) has decided that I must make alternative arrangements if I want to receive parcels.

He has had electric gates installed so delivery drivers can no longer deliver any packages.

Even if I put a sign on the gate asking the drivers to call me when they arrive, he rips it off and throws it into my house.

I am only allowed to receive post via the Royal Mail apparently. Once a day and I had my post this morning.

I have been getting them redirected if I am not at home. But today I was at home and it was urgent.

I've only just got them to stop knocking on my door so this is the latest way he's trying to force me to communicate with him.
