What does this mean? ‘I was thirsty in a police cell so had to flush the loo and cut my hands to get some water to drink’?

It’s on a radio programme I’m currently listening to. He was arrested for breaking and entering and was placed in the police cells and was then thirsty. He called for help but no one came so he ‘flushed the toilet and cut my hands in order to get some water to drink’. He then says he’s had other people tell him the same about police cells too.

My mind cannot make sense of what he means.
