Friend suggests catch up, not free!

Hi, does anyone have experience of this themselves, or can shine a light on what is going on because for the life of me I cannot understand this.

A few times now, one of my oldest friends will message and ask if I am free during the week for a catch up, now she knows that I work, and I know that she works, I also know she spends her weekends with her husband and kids, so I suggest Friday afternoon as I know it's the only time we will both be free. She responds that she's agreed to meet school mum's but will confirm what day it is and let me know.
Why on earth would she ask me if I'm free this week if she bloody well isn't free!!! So frustrating. I need to change up how I respond I think, but don't know why people do this. Is it some weird power play?

Just ask her? She's one of your oldest friends, only she can give you an answer

I have two sisters, one of whom is retired, the other works term time only. I work part time. We don't live very close together so catch ups need to be arranged - we can't just drop in after work etc. The number of times one or the other of them has suggested catching up on one of my work days is incredible! I will literally reply 'any day except x,y, or z because I work on those days', and one of them will come back to say what about 'y' day?
