Only, when you look at how evil people rise to power throughout history you can see a pattern.
There is a global shift that happens too quickly for a large minority
The economy tanks and there is mass unemployment
There is global unrest including war or the threat of war
Mass cultural shifts (be it migration, or a large swing left or right)
People don't like change, change terrifies them. If you have a madman telling you they can maintain the status quo, give you your jobs back, AND rid you of the evil boogieman of the day then that madman will rise to power. If you want to prevent madment rising you need to listen to the challenging parts of the population.
