Friend not replying to message(s)

It gets to me! Bumped into someone I hadn’t seen for ages. They were keen to take up contact again- they made it clear they wanted to- and we did and met once for lunch.
However it seems that it’s gone back to the usual not replying. Kind of annoyed that I thought this person would be different but it’s reinforced to me that people don’t really change.
Makes me grateful for the reliable friends I do have!
Just had to (kind of) vent as, as above, it gets to make as I make an effort.
Wondered if others experience this and does it annoy you?

I haven't heard from one friend in a few months - it could be that she took offense as I mildly said there was only so much she could do about her relationship and professional help was needed (this is about her girlfriend who keeps trying to commit suicide), or she's lost her phone.

I sent her a postcard saying her phone isn't working/is everything OK.

Thanks- I’m not sure about flakey- possibly- although she is very intelligent and organised in other areas!
I just find it so rude….
