Dd is about to move out of her student flat and the landlord is refusing to return the deposit until they have proved that they've paid all the bills. Is this allowed? There have been no issues with the bills. He has however been a bit of a nightmare LL, not responding to messages for weeks, not keeping the property in a reasonable state, asking them to buy a vacuum cleaner to replace his old one and saying he'll pay them back and not doing, etc etc.
