Can 1 year old travel with no car seat Lanzarote?

We are travelling to lanzarote and the journey from airport to our hotel will be about 40 minutes and include motorway. Are we able to use a taxi on the side which won't have car seats available or is that not allowed?

Even if it's legal why would you want to!? We're going to Lanzarote too as it happens so I've looked into the various different options. There are lots of transfer or taxi companies who can provide a car seat if pre-booked, or you can hire a car seat in Lanzarote to use while there, or assuming you have one at home then take it with you.
