Mother moved into a care home...... requesting a refund on her TV licence.

My mother has recently moved into a care home.
The TV in her room is provided by the care home.
I renewed her licence on July 31st for the full year £169.50 for her home address, not knowing she'd be going into care by the end of August.
The care home has given me a letter confirming that from August 30th she is a permanent resident.

However, going online it seems that the care home have to put a letter in to the licensing authority to request a refund not me.....her daughter. Is this right?

Please can someone help.
Surely the care home know the procedure for a refund and wouldn't have handed me the letter and envelope if they have an input.
I thought the emphasis was on me to apply.

This must be something the home deal with regularly, I’d just ask them.
