HMRC letter-possible scam?

MIL told DH yesterday that she’s had a card (I don’t know the details) saying that HMRC have sent her a letter that’s too big to fit through her letterbox and she needs to pay to have it sent to her.

It's a scam isn’t it?

MIL is retired on a teacher’s pension, so what reason would HMRC have to send her a bulky letter?
