Candle makers: 'jelly' layer for outer glass - how?

I had a candle made of two glasses. The smaller one in the middle contained the wax; the outer layer had flowers suspended in a jelly type substance.
I've kept the glasses to reuse. I was thinking I could use dried orange slices, cinnamon sticks etc for Christmas in the outer layer. But I don't know how to 'suspend' them or whether there is another solution? Any suggestions - either to finish off my ideas or completely different ones welcome .
There's about 1.5 cm gap between the two glasses all the way round. . I'd hoped I might be able to use mini baubles just packed in, but even the smallest ones I've got (which are the smallest ones I've seen) will be too big. I am going to try and find some other receptacles to do this with as was quite taken with the idea!
