Really worried about the possibility of “pay per mile”

I’ve been seeing more and more about this new proposal “pay per mile” that would replace car duty (I think). Which the average household bill somewhere around £450 - £600. Lots of reports that it may come in this October.
Living in the Highlands this would completely cripple us. Do people really think the new government will bring this change in?

Did anyone really believe they were going to give up all the lovely tax money from petrol and diesel when electric cars came in?!

I'd just assumed they were going to start taxing electric cars a one off tax - probably renaming the current emissions tax to something else. I mean 80% of people still call it road tax! I'm sure I'd read something about this a few months ago.

But maybe they will go down the pay per mile route instead. Maybe it will put people off doing short, unnecessary journeys. And I put myself in that bracket. It's 6 miles to work, most days I cycle, some days I can't be arsed. If I know my car journey will cost me extra on top of fuel maybe on lazy days I will make myself cycle. My village has a train station, 90% of people still drive to town, maybe more people will take the train.

I do feel sorry for people in really isolated places with a long journey to get somewhere, you'd like to thing this would be taken into account.

But I wouldn't want to pay per mile, plus pay a load of fuel duty and pay emissions tax. I'd rather they just increased fuel duty to be honest than having multiple systems.

I had a meeting with the ministry years ago for work and I asked why we weren’t taxed on actual emissions. The information is recorded on mots every year.

it’s because inspectors can’t be trusted apparently.

People have been paying per mile since they put duty on the cost of fuel.

This is to take into consideration those with electric vehicles. As they will lose income from them.

The Express refers to a past London committee and a comment from Jeremy Hunts chief of staff.

I am not sure why the op is being attacked for seeing stuff in the press and querying it. This has been discussed lots over the last few years. There are lots of industry magazines discussing it.

As I said, the October thing appears to be scaremongering which has brought on a flurry, but the wider discussion of is the is a possibility and will it work is still valid.

I have no choice but to have a car I live in the sticks, no public transport. Will cripple me getting to my min wage job. My Husband also has long commutes to work, much longer than mine as he works in different locations. Ok if you live in a town/city or WFH. Some of us just can't!

I don’t think you can include your normal drive from home to work. I can’t pay myself the 45p a mile for using my own car for that either. That totals 10,000 a year, but I guess I will be able to charge it for driving to the events. It will just have to come out of company profits, which isn’t good either.

Seriously.

We already have pay per mile taxed road usage. It's called duty on fuel.

We DO need to develop a replacement for it, if government strategy is for electric cars because we have to replace lost revenue but that's a long term thing otherwise you completely undermine green policy anyway.

In terms of an October timeframe, Rachel Reeves could just save the hassle and resign if she attempted this unilaterally as part of the budget.

You do realise there's plenty of Labour MPs in constituencies outside London who want to retain their seats, don't you?

If Starmer wanted a major back bench revolt, this would be a sure fire way to start one.

Long term I do think we are looking at black boxes in cars to car per mile based on local zones. So say you are using certain streets for short journeys in cities with good public transport on those routes at certain times you might be charged vastly different person mile than someone living in the Highlands. And there would be discounted/free rates for disabilities. Dynamic pricing if you will.

This would require significant investment and third party technology (big contract here for someone).

I'd bet this is part of that process and gaining support for the idea.

By suggesting something unacceptable it makes other options more palatable remember.

Pay per mile from October isn't a policy that's happening nor even being considered seriously.

It might be that budget is given to research and development of a new model of taxation for roads but that's it (and that'll still be minimal at this stage).

Yes, we really do think it will come in - that’s what all those gantries on the motorways are for! If cars do go all electric, something has to replace the revenue from the duty and VAT on petrol for the government’s tax take.

So it was discussed by the Transport Committee in 2021 and 2022.

It has not (yet) been discussed by the current administration.
But of course that doesnt stop R/W press pretending that it is currently under discussion.

So what if you don't have a electric car and your paying road tax? Will that be scrapped?

My car is rax exempt due to sons disability so we don't pay road tax. Also rural with rubbish public transport

Well for those of us who take rural journeys mostly it could end up being cheaper- no anpr cameras between my house and work 7 miles away (and no bus!)

There simply isn't the technology in place to do this across the UK at the moment.

My current vehicle isn't due an MOT for almost 3 years. Servicing is every two years so there's no opportunity for any independent party to verify my mileage in between those time periods.

I also have a classic car which no longer requires an MOT and I doubt would be able to support any modern telemetry. If I leave my phone off, who's going to be able to track my mileage ?

About 2,000 miles a year are driven by me on private roads - would this be taxed ?

Who would be responsible for the tax - the Keeper or the driver ?

Is there any legal requirement to have an odometer in any vehicle ?

I don't see that this is feasible in the next 5 years at least.

ice cars are safe for now.

weight of vehicles could be an interesting one to tax on, heavier the vehicle the more damage it causes to the roads and the more electric used to propel it.
