HELP! 🚨 UFO on my pushchair

what does it do?? It came with the chair and it’s driving me nuts. It’s the mamas and ocarro (I think) there are 2 buttons and like a dial??? Do I need to secure it somehow? Does this affect the baby in some way? I’m absolutely baffled

Okay I have deduced that the dial tightens the attachment and the big button makes it spin and the small button clicks it on to something but WHAT
