A mobile hairdresser might visit a hospital - but I haven't heard of it being a routine or normal part of hospital life, no - sorry.

The hospital I used to work in had an actual hairdresser salon. Staff and patients used it!!
I don't see why a mobile hairdresser would not visit a hospital. I've seen that before too.

My mums been in hospital 3 weeks and I know a wash, cut and blow dry would make a difference to her general wellbeing

Yes OP some hospitals have either a hair salon or a regular hairdresser that visits. If not a mobile one wkll

Generally hospitals don't have someone that attend regular. You'll likely have to arrange a mobile hairdresser to visit the ward. Check with the ward if they are OK with this first.
