Dd had down loaded this pdf on the government site. But it does not let her type on it. So how can she fill it in?

Can you access your local library? They often have computers for public use.
This is a huge hole in the system and would be worth writing to your MP about. Everyone should be able to access government forms. Not everyone has a computer.
