Does anyone know what the ‘primary project’ was in schools in the 90s?

Might have only been London boroughs (where I was at school) but I can’t find any info on it anywhere. I had a 1-1 who wasn’t a staff member but was from the ‘primary project’ for a year. I’m just trying to find out what it actually was ?

Should have added I was in secondary school so although it was ‘primary project’ it wasn’t primary school !
