HMRC - what in God's name does this mean?

Just received this today.

I mean, I'm assuming the amount of tax I paid was spot on? Therefore nothing owed to me, however, it's just gibberish, isn't it?

Why are governmental agencies like this so utterly shite?

I think it means the amount is too small to be refunded so it will be written off.

It means the amount tiny so written off. Normally under 1£

It looks like an internal note has been pasted into a letter. Not great. I would complain.
