Moving to UK but where?!

My sister has been travelling and working abroad for the last 10+ years. Looking to move back to UK permanently with her bf. Both early 30s.
If you had to choose somewhere to make your base where would you pick and why?
We have family all over UK from Edinburgh, Newcastle, Leicester to Bristol so doesn't really matter if North or South.
Sister is a paed nurse so will need a hospital nearby which shouldn't be an issue.

What would their budget be, and would they want to rent or buy? And what does the BF do? Will that be any limitation on where they could settle?

North East has lots of health trusts in a small space so good for NHS jobs and can be good for career progression as you have Sunderland and South Tyneside, North Tees, South Tees, Durham and Darlington Trust, Gateshead, Newcastle and Northumberland all within commuting distance. Some big hospitals within that including the Great North Children's.

Boyfriend can work from home if needed.
Can't imagine they have a huge budget so London is out and they will rent to begin with before purchasing

DH is from Newcastle, I love that area and there's lots of hospitals, so many nice places to visit and live.

Also the north west, Liverpool/Manchester have lots of good hospitals and nice areas

Nearer to Newcastle or Leicester would give them a lot more for their budget

Rent or buy?
Planning on kids so need to consider schools?
Village/town/city preferred?
Diversity of population important?
Any hobbies?

South Liverpool….2 stops on the train into the city…..lots of lovely parks and promenade ….lovely old houses and communities with a village feel….excellent road and train links…..an airport and Alder Hey children’s hospital
