Casual workers - code of practice?

My son (17) has a zero hours contract with our local authority employer, for casual shifts in a sports centre. The original hiring manager made sure all the casuals got some of their requested shifts. However, there is a new manager who seems to ignore shift requests from some people, including my son. Many messages to him go unanswered.

I know that casual jobs can be like this, but as it is a local authority employer (implying a conscience) I'm wondering if the manager is meant to be tacitly following some sort of voluntary code of practice for how shifts are allocated. Any signposts welcome.
