Are free childcare hours pro rata?

Filling out the finding forms nursery as DC is eligible for 15 hours in September. The nursery uses a system which calculates the hours at the end of the form and it said we'll get 11.4 hours. I don't understand why we aren't getting 15 hours. Is it because DC does 3 days atm, which is classed as 30 hours?

Obviously I'll ask nursery, but I'm just curious to hear if this is the norm.

Thats the hours stretched all year round, so 11hours per week. The 15hrs per week is term time only

It’s 15 hours term time only. If your child attends nursery all year round, it becomes stretched to 11 hours a week

It's because it's only over term time not all year so it is 15 hours over 30odd weeks but 11 over 50 odd
