An indoor pool that allows rash vests?

Our local pools don't allow tops unless sitting tests. DS has had surgery and is very self conscious of his scars. We live close to a body of water and he hasn't swum for a number of years. I worry about the safety aspect of this. We would travel anywhere in the uk and make a holiday of it. Do you know of any pool that would allow a rash vest? Thank you.

I'd also be interested to know what group operating council pools won't allow rash vests or similar modest swimwear for men/boys. The ones in our area are all run by Better Leisure, as mentioned by another poster, and they explicitly regard "knee and elbow length suits" and "close fitting long and short sleeved tops" as suitable - see Swim Safety Rules & Drowning Prevention | Swimming | Better (the examples listed as suitable attire differ for adults and children, and the reasoning isn't obvious; I wonder if they're just examples and you could mix and match between the kids'/adults' lists?). My son always wears a rash vest for leisure swimming and for lessons.
