Sorry I am completely useless when it comes to sewing/dress making.

Can this dress be hemmed? I hate the red at the bottom, would love it without it as a beach cover up

You can probably just remove the red frill.
The bottom of the dress remaining may need tidying up - depends on how it's been finished.

Remove the frill with a stitch unpicker. If it's a raw hem.. then needs sewing.. use a stretch stich on the machine.
Where do you live? I've a sewing room and could easily do it for you.

It's difficult to tell what the fabric is from the photo. But if it is anything like jersey or knitted, then it would fray if you cut it.
Depends how short you want it.

I'd probably end up hand stitching it as I struggle with jersey on the machine but I don't see why it shouldn't be doable. Unpick the red rather than cutting it off.
