Yep digger blade, cut around it and remove it, it’s no big deal at all.

it's just caught on the digger most likely, I cut it off and use the rest.

I want to joke that this is it's mouth.... but it's just from when it was dug up, as others have said.

Corn has ears; your potato has a mouth by the looks of it.

Digger, or spade if it was dug by hand. Just cut it out and eat the potato.
