Niche I know but I now have three non-working spray bottles, two of which didn't work when I brought them home this afternoon.
It should be roughly 1L or smaller and ideally with adjustable spray fineness.

This sounds very unusual. Where are you buying them from, and what are you spraying? Ikea does a nice neat bottle, about 750ml. It has a fine spray or a stream available.

I feel your pain

My one came from Wilkos and leaks everywhere but still useable

Yes, the one that still sprays leaks like mad! The other two don't spray at all.
I bought them at the local hardware store but the gardening ones seem to be much of a muchness, I'm going to try a hairdressing one next time.

My best buy is a bog standard off the shelf filled zaflora spray bottle. I just use it to mix different sscent ones empty.

Obviously wouldn't use it for anything else!!

Is the tube/ straw touching the base, so it can't suck up liquid?

This is what I use for cleaning sprays. The zoflora ones are decent as you say. If for cleaning, I actually rate the Lidl kitchen and bathroom cleaning sprays and then I buy the refill pods that you just add water to and use the empty bottle to make a new solution.

Obviously if you don't want it for cleaning this isn't at all helpful 🤣

Swissroll the bottle has plenty in it but the straw doesn't seem to be sucking it up. Or in the case of the one that sprays, half the liquid is dripping out instead of spraying and if you tip it the liquid runs out.

The best spray bottles I've found are flash sprays I buy the spray wipe done and reuse the bottles
The pumps have more power
Plus it's much cheaper than buying an " empty" spray bottle

Hoselock gardening ones if you can get a small one.

But is the straw touching the base of the bottle? Sometimes this happens and you just need to redirect the straw to a different part of the bottle so it can suck up the liquid.

Also, what fluid are you spraying? Sometimes the fluid clogs the nozzle.

Me again. You can test the straw issue by not screwing the top on fully, but letting the straw dangle into some liquid and pumping the spray to see if it works.

(Very basic question, but you have adjusted the nozzle to "On" rather than "Off"?)
