Smart meter upgrades the fuse to C2 fault

Hello,
I need some advice on a 10 year old house. Since I wanted to rent the house I went for EICR and it came back failed with C2 code Which is potentially dangerous to live in. We now moved out of the house but cannot rent until we fix the issue. Anyone got an idea who to contact, each one saying not there problem.

Installation Failed report received on 1st June.

Contacted Builder Barratt Homes
Electrician out on 24 June 2024 but there were email communication in between.

15 June 2024
Contacted DNO, which diverted call to gtcdispatch
New build not taken care by Northern Powergrid.

Engineer arranged to visit

They said issue with Smart meter, supply coming into the property is standard for all new builds.

Engineer visit arranged for 20 June 2024

EON electrician visit
EOn engineer says customer fault, so I contacted Barrat homes again.

Barratt homes electrician visited
Electrician out on 24 June 2024 ,

Email received from Barratt homes stating installation of Smart meter on 2020 upgraded the fuse to 100amps without knowing the building the supply cable is undersized.

27 June 2024
Call to EON explaining all. They are asking me to contact DNO which I did on 15 June.

Thanks for reading, not sure whom to contact.
