I wish they'd try. Nothing dispels isolationist sentiment in the US quite like an actual declaration of war against them - even after Pearl Harbour the US didn't declare war against Germany until the Germans declared war on the US several days later.

I think the US did declare war against Japan, which had actually been responsible for the attack on Pearl Harbour (at 8am on 7th December 1941), fairly swiftly.

In response to Japan first attacking them without defiance given, and then declaring war on them later the same day, the US congress declared war on Japan on 8th December. When Germany and Italy declared war on the US three days later, on 11th, the US immediately reciprocated.

Perhaps congress (and Roosevelt) simply didn't want to be seen as attackers rather than attacked in the cases of Germany and Italy?
