Behaviour issues

I would love to get some views on my current situation with my DS he is currently in Y7 and we have had a different couple of years where due to the wrong friends and his need to show off and get attention he has been involved in low level disruptive behaviour like running inside school when he should be outside, late to lessons son disrespect but not swearing or rude language just not listening or talking in class. My husband and I have had numerous meetings with his head of year who has been supportive but they are suggesting he start Yr7 again in September to break him away from difficult friendship group. No issues with academic performance and he is working at greater depth in some subjects. I think it’s a way of shocking him into changing his behaviour but I’m really not sure if this is the right option. He has never had a suspension or exclusion and they are suggesting a managed move if we don’t do the repeat of Y7 option. I am not sure this is legal and although they are suggesting he can move to Y8 as soon as he shows he can behave and follow school rules I don’t really know what to do. The school is an academy so can they make their own rules?
