Can anyone tell me what this skin condition is please

This sre my friends arms, he is 74 and always in the garden pottering around.
He has all these white patches on his arms and legs. It doesn't bother him but is it anything to be concerned about?

My daughter has something similar when she tans and it's down to picking at herself. So scars in effect. I have similar to a lesser degree.

If it is IGH then it is just the product of having older skin that has been in the sun a lot. As it isn't harmful I doubt the NHS would treat it. I would suggest he see the GP in the first instance so they can rule out anything nastier.
