If someone can to visit your house, say once a year, maybe twice or three times max

And every time they did, they had a present with them for your dog. But not your 2 young DC

Would it bother you? The person in question has 2 DC of a similar age of their own

We don't really visit them for logistical reasons so can't give a comparison there

They are otherwise lovely to DCs and generous if they come along to a birthday party etc

I can't answer your actual question as I don't have DC, but it's interesting that, as possible present recipients, you've included the dog and the DC, but not yourself.

Not at all, I would be pleasantly surprised. Most people that visit ignore my dogs so I think it would be lovely.
