Could someone be done for returning someone fly tipping

We have an issue with one of our neighbours fly tipping their rubbish. I've reported it on numerous occasions but nothing is changing. These people enjoy various Just Eat deliveries which just so happen to contain their address. If they were to find their rubbish returned to them could the person doing the returning be in trouble. Not saying I'm tempted to do this but you know, was just wondering!!
Frustrating thing is I'd get a pair of rubber gloves on and tidy it myself as the foxes have had a field day with this one and there's nappies everywhere but the council say if I tidy it then they cant do anything about it and they won't take my photos as evidence, they need their own as if they use mine then and it went to court then I'd be a witness!

You absolutely wouldn't get it legal/police trouble but may cause issues with the ones fly tipping. My own experience was after cleaning up the shit and reporting to the council I finally went round and kicked off massively. Hasn't happened since if anything it's kept much tidier

Photograph it all including names and addresses and put in social media to shame them.

Photograph the evidence and then dump it all in their garden

I wouldn’t risk getting caught, your neighbour might not take to that kindly.

I will, however, take photo of the rubbish, address and report it to the council

I have taken photos but as mentioned in my OP the council wants their own photos. I unfortunately only have Instagram so don't think putting the pics on their would achieve much. Might tweet the council with the photos.
@LakeTiticaca that's what I'm so tempted to do. I'm so fed up with the situation. We have an area everyone stores their bins and they just jump their rubbish right next to it!
@chickenwings2 not sure I'm brave enough to confront them myself. I know the rent but can't find details of their landlord as I'd contact them if I could.
