Driving question

I took my test over 20 years ago, but I'm sure that I was told to wait if a car in front is doing a manoeuvre.

Today I was reverse parking on my narrow street and someone decided to drive round me whilst I was swinging out to straighten up. They came so close to my car, we were within cm's of having an accident. They were speeding past me, and weren't there when I started to park so I assuming they were pelting it down the road.

If they had hit me, who would be at fault?

Yes you would. You have to keep watching the road for other traffic during the manoeuvre.

It would probably be 50/50. You are responsible for watching out for passing traffic and should not have swung out with a car approaching you, but they also went past you knowing you were likely to swing out.

I passed 25 years ago and we were told to stop our maneuver if a car was going past. So you were in the wrong.
