Weird blue objects. Can anyone identify them please

My friend found a pile of these weird blue things on a walk today. It was on a footpath through arable land.
They look plasticky, and a bit charred at the end. They seem like they might have had something in them but are now hollow.
Pretty small, kind of cigarette sized.

Any clue what they might be?

My husband suggested that they are from a wounded alien creature but I've ruled out that possibility!

They look a bit like feather quills. They can be quite large, especially from flight feathers

We did think that could be possible but they are such an bright blue

I think they are used ink cartidges from a fountain pen.
In some middle class areas teenagers gather together at night, in parks, and experiment with Old English lettering and other calligraphy.
Later they go home and pretend to their parents that they have been rolling joints and sniffing glue.

We think they are pin feathers. I didn't know such a thing existed but they protect the feathers as they are growing. Everyday is a school day.
