Sore dry skin (eczema?) on eyelids

I have had a patch of red dry skin on my brow bone for a while. The skin is sometimes flaky on it.

I have woken up this morning and now have patches on both my eyelids too. They are flaky, red and look wrinkly. One is quite sore as the skin is broken.

Anyone had this before on eyelids and can recommend the best thing to use on it?

I get this and use a tiny bit of hydrocortisone, clears it very quickly. The chemist will tell you no to though.
