Help please travel insurance for family when teen has self harmed

I am struggling to get insurance for a very short holiday to France. I know a lot won't insure but I've even tried more specialist companies and despite declaring it multiple times and being sent an offer of cover on ringing to pay they have refused cover. The questions I'm asked make the self harm sound worse because I had to take him to A&E not for the injury (cuts but treatable at home) but to see a mental health nurse.

Has anyone managed to get insurance in this situation?

I fortunately have no experience of this situation. If your teen is under a specialist medic(?), they may be able to offer advice.

Can you switch to a packaged credit card/bank account with "free" travel insurance? It wouldn't cover pre-existing conditions but would cover everything else with no questionnaire.
