I'd say not always, especially in broad daylight. Only if visibility is definitely impaired. Sometimes it is, sometimes it isn't. Stop shouting.

Most modern cars have lights on all the time anyway.

You need your wipers if it's raining or foggy. Ditto lights. The amount of cars that were barely visible on my very wet commute tonight was utterly ridiculous. I have no idea why people think they don't need them. Far better to have them on in bright sunshine than not have them on in bad driving conditions.

And I'll shout if I want.

Why do you need wipers when it's foggy.

Which reminds me, there is barely any occasion when fog lights are needed. They're just really annoying and dazzling. Perhaps on a country lane but defo not on the m25!

My car turns the dipped headlights on automatically when the wipers move from intermittent to constant.

Mine has rear lights I think.
Also my wipers come on automatically to clear fine drizzle. Fine drizzle doesn’t impair visibility (unless you don’t use wipers).

absolutely
especially if the car is grey metallic. they turn invisible in rain or dark.

ideally everyone would keep car lights on at all times. much much safer for every road user including pedestrian.
