'offers in region of' lower offer?

I know you can technically put in any offer you want on a house, but what does 'offers in region of' really mean?

Can I offer lower?

House has been on market for a while, and reduced a month ago

Yes you can offer lower.

I'm about to offer £100,000 on a house on the market for £950,000.

It needs A LOT of work - nothing done to it for 50 years. Will cost half a million to update. They'll probably say no but I'd be surprised if they sell it at all.
