It was a child's picture book probably late 80s early 90s.
I'm sure that it was King Solomon and the Bee, but when I google it it's not the right book.
It was about a King though, a dog was drowning in a deep pool and the king filled the pool up with more water. The crowd thought that the dog would drown but the crowd was able to rescue the dog because they were able to reach it.
