does telegram come pre installed on any phone?

Let me guess. You've found it on your partner's phone and he/ she are arguing that it was preinstalled ? To answer your question, I don't think it comes preinstalled on any phone, you have to add it. Same with Signal. Both messaging apps often used by people having affairs because they are very secure. Everything encrypted. Disappearing messages etc. Sorry OP. Hope this is not why you're asking.
