Does your passport have these marks?

On the info page, does your passport have some dots that look like oil?

I’ve only now noticed these on mine. Surely they haven’t always been there? A good search suggests that some passports have these, but I’m not sure whether to buy a new passport or if that would be an overreaction.

My red passport does have 2 marks that look like oil marks, dc's blue passport does not

They're called "skylights" iirc. They're a security feature. I used to work for HMPO as it was back then.
