1% Club Wrong Answer

I think it was the 15% question - if you count from 1 to 30 inclusive, how many numbers have 3 syllables? The answer was 10 but surely it should be 11 ie 11,17, 21,22,23,24,25,26,27,28 & 29?

Maybe the question should have said “exactly” three syllables?
it’s like saying how many months have 28 days …. They all do! But only February has exactly 28 days.
