Toddler trousers with adjustable waist

DS is 3.5 but 3-4 waists don't fit him and keep on falling down. 3-4 length is actually a little too long but 2-3 are too short. I'm looking for some trousers which are adjustable around the waist. Or even a brand which runs a bit smaller than standard. Cheers!

H&M and Polarn O Pyret leggings both do (different ends of the spectrum, cost wise). Not sure about joggers.

Primark! We have exactly the same issue here and I bloody love Primark trousers as the majority have buttons inside to adjust them which is perfect for DS who has no waist.

Next have "jogger jeans" which are basically jeans with an elasticated waist. My 2.5 year old is too small for the 3-4 but the 2-3 are way too short in other brands so these work nicely.
