Tarnished silver

Can silver always be "recovered" if it's tarnished? Looking at some silver photo frames on ebay and wondering if they can always be fixed or if some are beyond the work of elbow grease and patience

They clean up really easily with silver polish. They go from almost black to shiny.

Depends on if they are actually sterling silver or silver plated - if the plating has worn off then the base metal might not shine up -on the other hand if the plating is intact it will shine up fine. Sterling will always shine up again
