Pets or genuine rescue/sanctuary?

A local woman on nextdoor posts pics of her pets multiple times a day- always the same animals. At least weekly, she asks for pet food donations, dog toys, sacks of carrots. straw bales etc- to be delivered to her. She isn't a registered charity and claims to be a rescue/sanctuary. The pics show her garden' which is just concrete with 100's of gnomes and dog poo. Are there any inspections or a regulatory body that checks people claiming to be a rescue?

RSPCA would possibly do a welfare check on the animals but probably wouldnt do anything if the animals are fed and have shelter, not all animal charities are registered as you have to be at a certain level of income a year to register, someone i know does an amazing job of rescuing cats in Bradford but she just about manages to cover costs with adoption fees and small time fundraising but she is still classed as a rescue

What does she use the straw and carrots for? Is she claiming to have donkeys and if so, where is she keeping them? It's a difficult situation because my primary concern would be for the animals rather than if she was on the fiddle. If she is helping just a few animals and taking the strain away from the already groaning shelters, then she deserves support. She doesn't need to be a registered charity under certain circumstances.

As I say, the most important thing is the welfare of the animals so you could call the RSPCA but in my experience they are fucking useless (even though I still donate to them). Your local Council will have an animal welfare team or you could try environmental health. Could you discretely ask around the neighbourhood and find out more about her set up before involving authorities?

The photos are always of the same animals, which make me think they are just her pets. I don't know why it bothers me so much, but just feels like people have been suckered in and its not a genuine rescue.
